Is the BT1000 sufficient for a government facility?

That depends entirely on the facility’s documented threat assessment. The BT1000 is appropriate for government administrative buildings where the threat profile is consistent with 9mm handgun caliber — which is the case for many general government administration and public-facing government service facilities.
